A USB microchip programmer that needs to be programmed right before use. The idea of this programmer is that the design should be useable without any past assembly soldering.
Being new, the USB does not work and the firmware needs to be written to the microcontroller. Therefore the USB connector is blocked and the micro controller is in programing mode.
Once the device has received its firmware, the mechanical USB blockade can be snapped off and all circuits needed for programming are gone too. The board is now a USB device. The programmer has an unrepeatable lifecycle.
There is also a little hole in the board so one can attach it to a desk, because small things get lost so easily.
